The Child Welfare Training Institute (CWTI) is part of the Cutler Institute for Health and Social Policy at the Muskie School of Public Service at the University of Southern Maine.   From 1989 until 2012, CWTI maintained a Cooperative Agreement with the Office of Child and Family Services (OCFS) of the Maine Department of Health and Human Services.  During that time, CWTI planned, developed, and delivered training to Maine child welfare staff, resource families, and child welfare stakeholders. 

The mission of CWTI is to enhance the professional development and organizational effectiveness of state and community child welfare providers and caregivers in order to improve the quality of services delivered to the children and families of Maine. CWTI is working to expand its reach beyond Maine to child welfare providers and caregivers throughout the United States.

CWTI activities include a wide range of training and educational outreach programs, organizational development activities, program evaluation, policy analysis and development, strategic planning and the creation of customized training and information systems.
